Many gym goers use cardio as a method of warming up before physical training. Typically this is done for short periods of time as a way of getting the body ready, blood pumping and oxygen flowing. General warm-ups typically mimic training. They’re not related to the exercises being done and simply used as a way of loosening up. Specific warm-ups on the other hand are those that mimic the activity being done. Think of a cyclist on a trainer before a race.
